The 8 Hokages From Naruto Explained

TV Tokyo

By Monica J. White/Aug. 4, 2022 9:07 pm EST

"Naruto" is a show about a young ninja with something to prove, and many of his exploits are centered around his hometown of Konohagakure no Sato. The meaning of this name, and its English translation, is The Hidden Leaf Village. In the world of Naruto, the land in which the story takes place is home to five great shinobi countries. These countries are the main political and military powers, named for the dominant chakra type in that area: Earth, Fire, Lightning, Water, and Wind. Each country has its own Hidden Village led by a Kage (Shadow), where the ninja of that country are born and trained.

Konohagakure is the Hidden Village of the Land of Fire, making its Kage the Hokage, or Fire Shadow. The Hokage is generally considered to be the strongest current ninja in the village and is responsible for education and the allocation of missions. They also dictate foreign and domestic policy, strongly influencing the day-to-day lives of the village citizens. There have been eight Hokage in the village's history, and each has been a leading figure in the history of the continent and the story of "Naruto."

With a rich in-universe history that spans over 950 episodes, when you include "Boruto: Naruto Next Generations," we won't pretend "Naruto" isn't a long show. It's enough to make most people give up before they've even begun, but if you give the lore a chance, there's a high possibility that you'll get hooked. Let's get you started by brushing up on your Hokage history.

1. The First Hokage, Hashirama Senju

TV Tokyo/YouTube

Before the Hidden Villages come into being, the world of "Naruto" is in the midst of its own Warring States Period, a time of clan warfare inspired by Japan's era of the same name. Two of the strongest warring clans in the Land of Fire are the Senju clan and the Uchiha clan, and their brutal and bloody clashes lead to the deaths of many children on the battlefield. Despite this, two young sons of the clans, Hashirama Senju and Madara Uchiha, manage to develop a bond that leads to a peace treaty in their adulthood.

This peace treaty spurs the creation of the first Hidden Village, Konohagakure, with the aim of ending the Warring States Period and protecting children from a life of battle. This is the first time opposing clans would come together to live in peace, and its founding inspires the other Great Shinobi Countries to set up their own Hidden Villages soon after. Although he intends Madara to become the First Hokage, the position actually goes to Hashirama after a democratic vote.

Hashirama is considered one of the strongest shinobi in history, and famous for his use of the unique Wood Release technique, with which he grows and manipulates wood and plants at will. Though dead long before Naruto's birth, Hashirama, along with the other Hokage, is resurrected multiple times throughout the series to play a part in current affairs. Hashirama's debut in the anime is also through resurrection during the Konoha Crush arc, starting in episode 69.

2. The Second Hokage, Tobirama Senju

TV Tokyo/YouTube

Tobirama Senju is the brother of the First Hokage and chosen by Hashirama as his successor. This begins a tradition of Hokage choosing their own successors, despite the position initially being created through a democratic vote. Unlike his brother, Tobirama is calm, collected, and logical in character. He never trusts Madara the way his brother did.

However, he honors the promise he made to Hashirama to not mistreat the Uchiha, by creating the Konoha Military Police Force and putting the Uchiha in charge of it. Tobirama also creates other important and lasting institutions and traditions for the village, including the Academy, the Chunin Exams, and the Anbu Black Ops. The Hidden Villages of the other Great Shinobi Countries also adopt these institutions, which eventually leads to merging training exercises and exams between the different Academies.

One of Tobirama's most iconic skills is his mastery of Water Release, which allows him to produce large amounts of water even when there is no pre-existing water source. He can manipulate this water into various styles of weapons, including needles, dragons, walls, and tendrils. The Impure World Reincarnation technique used by Orochimaru during his attack on Konoha, and by Kabuto during the breakout of the Fourth Shinobi World War, is originally created by Tobirama himself. However, he realizes the danger of his creation and later makes it a forbidden technique (kinjutsu). The Japanese voice actor for Tobirama, Kenyuu Horiuchi, also voices Yahiko and Pain in "Naruto Shippuden."

3. The Third Hokage, Hiruzen Sarutobi

TV Tokyo/YouTube

Moments before his death during the First Shinobi World War, Tobirama entrusts the title of Third Hokage to Hiruzen Sarutobi, his student. Hiruzen is considered a prodigy and genius even from childhood and is chosen to serve as Hokage at a young age. During his reign, he becomes a team leader to three young ninja: Jiraiya, Tsunade, and Orochimaru. These three later come to be known as the Densetsu no Sannin, or Three Legendary Ninja in English.

Hiruzen's clan name, Sarutobi, is spelled with the Chinese characters for "monkey" and "jump," which leads to Tobirama giving him the nickname Monkey. In keeping with this theme, Hiruzen's personal summon is Enma the Monkey King, who is inspired by the Monkey King from the Chinese folktale "Journey to the West." Hiruzen leads Konohagakure through both the Second and Third Shinobi World Wars, but his decision to sign a peace treaty and end the war causes some tension and ultimately results in him stepping down from his role as Hokage.

However, Hiruzen's successor, Minato Namikaze, dies when the Nine Tails attacks the village. As Minato never has the chance to name his own successor, Hiruzen comes out of retirement to lead as Hokage once more. His reign comes to an end when, during the Chunin Exams, the Third Hokage is killed by his former student, Orochimaru.

4. The Fourth Hokage, Minato Namikaze

TV Tokyo

Minato Namikaze is not the Third Hokage's first choice for the role of the Fourth Hokage. Hiruzen originally wants one of his own students to succeed him, but Jiraiya doesn't want the role and Orochimaru has already fallen into darkness. However, as a student of Jiraiya and renowned Third Shinobi World War veteran, Hiruzen eventually settles on Minato to succeed him.

Both inside and outside Konohagakure, Minato is often referred to as the "Yellow Flash" due to his unbeatable speed. Before becoming Hokage, Minato has his own team of students at the Academy: Kakashi Hatake, Obito Uchiha, and Rin Nohara. However, multiple tragedies befall the team during the Third Shinobi World War, which results in the deaths of both Obito and Rin.

Minato is married to Kushina, a ninja of the Uzumaki clan and jinchuriki of the Nine Tails. The two train together at the Academy and became a couple after Minato saves Kushina during a kidnapping incident. When Kushina became pregnant, many precautions are taken, as it is known that the seal keeping the Nine Tails within her will weaken during childbirth.

However, due to meddling from Obito Uchiha, the precautions fail and the Nine Tails is unleashed, killing many villagers during its rampage. Left with no other choice, both Minato and Kushina sacrifice their lives to seal the Nine Tails into their newborn son, Naruto. This event, and Minato's debut in the anime, can be seen in the very first scenes of the first episode of "Naruto."

5. The Fifth Hokage, Tsunade

TV Tokyo/YouTube

As one of the Legendary Sannin and arguably the world's best medical ninja, Tsunade is an obvious choice to succeed her teacher, Hiruzen. However, after losing her younger brother and her first love earlier in life, Tsunade has become disillusioned and left Konohagakure. When her former teammate, Jiraiya, tracks her down and asks her to become the Fifth Hokage, she instantly refuses. Only after meeting Naruto — and seeing in him the same determination her younger brother and lover had for becoming Hokage — does she regain her faith and agree to take up the post.

Tsunade is related to both the Senju and the Uzumaki clans and is the granddaughter of the First Hokage, Hashirama Senju. Her name and her medical slug summons are inspired by the famous Japanese folktale, "The Tale of the Gallant Jiraiya," as are the names of her teammates, Jiraiya and Orochimaru. As a child, Tsunade is doted on by her grandfather, the First Hokage, and shares with him his love for gambling. When Hashirama dies, Tsunade inherits his necklace, which she eventually loses to Naruto in a bet.

During her time in office, Konohagakure is attacked by Pain and almost entirely destroyed. Although many of the village's buildings are lost, most villagers are able to survive thanks to Tsunade's healing and protection abilities. However, Tsunade is greatly weakened during the battle and slips into a coma for multiple days, leading the village elders to plan for the possible necessity of naming a new Hokage.

6. The Sixth Hokage Candidate, Danzo Shimura

TV Tokyo/YouTube

During the political instability following Pain's attack and Tsunade's medical condition, Danzo Shimura is named the Sixth Hokage Candidate. Long a powerful voice in the shadows, Danzo has used Root – his extreme Anbu faction – to spread his influence through morally questionable means. Many of his deeds, such as colluding with village enemies like Hanzo and Orochimaru, are little more than rumors and never officially confirmed or traced back to him.

Hiruzen, the Third Hokage, is known to have a strained relationship with Danzo, dating back to their time at the newly formed Academy. While Hiruzen sanctions the creation of Root and turns a blind eye to many of its questionable activities, Danzo returns the favor by trying to depose Hiruzen and even assassinate him.

Danzo's dealings with Orochimaru include some experimentation and alterations to Danzo's own body. His arm is replaced with the arm of a dead Uchiha, and infused with the DNA of Hashirama Senju, in an effort to increase his power. One of Danzo's most gruesome actions is to manipulate Itachi Uchiha into murdering the entirety of his own clan in order to allegedly protect the village and his younger brother, Sasuke. Danzo ultimately pays for this as, before he can be officially named Hokage, he's killed during a fight with Sasuke. After waking up from her coma, Tsunade resumes her duties and no Sixth Hokage is named at this time.

7. The Sixth Hokage, Kakashi Hatake

TV Tokyo/YouTube

Over 250 episodes and an entire Fourth Shinobi World War later, Tsunade steps down as Hokage, and Kakashi Hatake succeeds her. While an undeniably talented ninja, Kakashi struggles with trust and teamwork issues in his early years due to the self-inflicted death of his father, a formerly celebrated ninja who is disgraced for abandoning an important mission. This difficult period is made worse still when Kakashi loses both of his teammates during the Third Shinobi World War.

These events cause Kakashi to turn away from society and become an Anbu Special Ops agent, a group that requires its members to hide their identity, refrain from interacting with the rest of the village, and carry out unsavory missions such as assassination. However, many of Kakashi's former classmates worry about their friend and convince the Third Hokage to remove him from the Anbu and make him a teacher at the Academy instead. It's here that Kakashi became the leader of Team 7, consisting of Naruto Uzumaki, Sasuke Uchiha, and Sakura Haruno.

He is able to help Sasuke train in using his Sharingan, the Uchiha clan's hereditary ability, because Kakashi himself has a Sharingan hiding under his lopsided forehead protector, given to him as a child by his dying teammate, Obito Uchiha. Kakashi is one of the only characters in "Naruto" that has ranked within the top three of every character popularity poll, and the mystery of his mask has entertained audiences for many years.

8. The Seventh Hokage, Naruto Uzumaki

TV Tokyo/YouTube

After the events of "Naruto Shippuden," Kakashi retires, and Naruto Uzumaki finally becomes the Seventh Hokage. At this point, Naruto and Hinata are already married and have two children named Himawari and Boruto. An OVA (Original Video Animation) was released in 2016 that shows the events of Naruto's inauguration, which he ultimately misses due to being knocked unconscious by his daughter.

Naruto spends the early years of his life shunned by the inhabitants of his hometown, and completely ignorant of his own identity as a Jinchuuriki or the son of a previous Hokage. Through many years of training and courageous exploits, Naruto is eventually able to prove himself and become a hero to his village, and later the entire world. These achievements allow him to realize his dream of becoming Hokage, a role we can see in action in "Boruto: Naruto Next Generations."

Naruto's name is themed around whirlpools. His last name, Uzumaki, has the direct meaning of "whirlpool" in Japanese. His first name is shared by a fishcake with a whirlpool pattern which is often used as a topping on ramen, and by a city in Japan that is famous for its large whirlpools. Naruto's favorite ramen shop, Ichiraku, is said to be inspired by a real ramen chain of the same name, which had branches close to where the manga author, Masashi Kishimoto, attended university.

The Naruto franchise has always centered on its titular character's eagerness to leave behind a grand legacy and become a great ninja, primarily through his ultimate goal of becoming Hokage. In the village of Konohagakure, the Hokage is the primary political leader, with all of the power and responsibility that position implies.

Related: Boruto's New Hokage Is The Weakest In History

Throughout the anime and manga series, as well as its continuation Boruto, there have been eight official Hokage as well as one notable Hokage candidate with a brief reign of power. Three of these Hokage were dead prior to the start of the series, but all of them have had a great impact on the story and characters of Naruto, while also being impressive ninjas in their own right. Still, the Naruto databooks are vague in specific details about the lives and deaths of some who've reached the level of Hokage, but these are the people who've become the most respected ninja of Konoha over the years.

1 Hashirama Senju Established Konoha And Became The First Hokage

Served as the First Hokage for at Least Seventeen Years

Konohagakure was founded by friendly rivals Madara Uchiha and Hashirama Senju, with the latter becoming the first Hokage. Hashirama's dream of world peace was a guiding principle throughout Konoha's history, and his position of power comes from his renown as the "God of Shinobi," one of the strongest ninjas in the franchise.

Notably, Hashirama wanted Madara to be the first Hokage, but his brother Tobirama Senju insisted upon a democratic election that led to Hashirama's selection. Although he had many abilities at his disposal, Hashirama was most known for his Wood Release technique that allowed him to manipulate wood and plants. Hashirama would go on to name Tobirama as his successor before his death and later would be temporarily resurrected by Sasuke Uchiha and Orochimaru.

2 Tobirama Senju Became Hokage During The First Shinobi War

Served as the Second Hokage for Three Years

Following Hashirama's death, his brother, Tobirama Senju, was inaugurated as the second Hokage in Konoha's history. Tobirama's time as Hokage was transformative, creating many institutions in the village like the Academy and the Anbu special forces squad, while also placing emphasis on village loyalty over clan loyalty.

The Uchiha clan resisted this shift in ideology, beginning the fateful divide between their clan and Konoha leadership. Almost as powerful as his brother, Tobirama was capable of using many ninja techniques, although he was most known for his Water Release mastery, as well as his invention of the Flying Thunder God Technique. He was resurrected temporarily alongside the other deceased Hokage during the Fourth Shinobi World War.

3 Hiruzen Sarutobi Was Hokage Longer Than Anyone

Severed as the Third Hokage for Forty-Two Years

A student of both previous Hokage, Hiruzen Sarutobi is known across the ninja world for his versatile power and ability with his signature staff, inheriting Hashirama's nickname "God of Shinobi." Hiruzen was appointed to the Hokage position by Tobirama shortly before his death. The Third Hokage was known for his benevolent leadership style, which he attempted to balance by allowing Danzō Shimura to lead the ruthless Root organization.

As Hokage, Hiruzen also took on the training of Orochimaru, Jiraiya, and Tsunade, hoping that Orochimaru would succeed him as Hokage, but ultimately deciding on Minato Namikaze (a student of Jiraiya's) as his successor upon retirement. After Minato's death, Hiruzen took up the Hokage office again, dying in battle against Orochimaru during the invasion of Konoha in one of the anime's most rewatchable episodes. Later, he was temporarily resurrected by Orochimaru and Sasuke during the Fourth Shinobi World War.

Hiruzen served two terms as Hokage. The first lasting thirty years and the second lasting twelve.

4 Minato's Skills Were So Great, A Generation Was Skipped To Make Him Hokage

Served as the Fourth Hokage for a Year and a Half

When Hiruzen retired, he chose Minato Namikaze, a student of Jiraiya and eventual teacher of Kakashi Hatake, Obito Uchiha, and Rin Nohara, as his successor. Notably, during his time as Hokage, Minato and Kushina Uzumaki had a child, Naruto Uzumaki, on the same night that the Nine-Tailed Fox attacked Konoha.

The Yellow Flash was so feared during the Third Shinobi War that enemy forces were told to retreat if Minato was spotted.

Minato fought off the Nine-Tailed Fox, which had previously been sealed within Kushina, ultimately sealing it in his newborn son before dying. His incredible powers in battle netted him the nickname "Konoha's Yellow Flash," and included his mastery over the Flying Thunder God Technique and the creation of his signature Rasengan, which his son would go on to master. He was the last Hokage temporarily resurrected by Orochimaru and Sasuke during the Fourth Shinobi World War.

5 After Jiraiya Turned Down The Hokage Role A 2nd Time, Tsunade Took The Mantle

Served as The Fifth Hokage for Five Years

The only female Hokage in Naruto is Tsunade, a former student of Hiruzen and peer of Jiraiya and Orochimaru who is known for her strength and mastery of healing abilities. She is the granddaughter of the first Hokage, Hashirama Senju and his wife Mito Uzumaki, as well. Notably, her brother Nawaka and late lover Dan previously had ambitions of becoming Hokage, which endears her to the ambitious Naruto.

Tsunade reluctantly becomes Hokage after Hiruzen's death, needing to be convinced by Jiraiya to take on the role, but she remains in the office for the majority of the series. Her reign is considered bountiful for Konoha, despite the challenges she faced and the fact that she was temporarily put in a coma after Pain's attack. Notably, Tsunade also appointed her apprentice and Dan's niece, Shizune, as an assistant, a position that she remained in for future Hokage.

Tsunade retired from being the Hokage not long after the Fourth Shinobi War.

6 Danzō Shimura Acted As A Temporary Sixth Hokage

He was a stand-in and Hokage candidate for a matter of days before his assassination

Although he was never an official Hokage, Danzō Shimura is notorious for his ruthless reign as the Sixth Hokage candidate when Tsunade was out of commission following Pain's attack on Konoha. Danzō's history extends back to before the beginning of the series, when he created the Anbu subdivision Root, known for its unscrupulous and ruthless tactics.

Although he always had the village's best interests in mind, Danzō was ruthless and sometimes an evil villain throughout Naruto, who believed both Tsunade and Hiruzen had previously led Konoha into a state of weakness. A fearsome ninja, Danzō was skilled at many jutsu and most known for the several Sharingan eyes along his arm, which were also imbued with Hashirama's DNA. At the Kage Summit, Danzō represented Konoha and called for Sasuke's execution, although he died in battle against Sasuke and Tobi.

7 Kakashi Hatake's Efforts Earned Him The Role Of Official Sixth Hokage

Served as the Sixth Hokage for Thirteen Years

At the end of Naruto's run, Tsunade retired from the role of Hokage following the Fourth Shinobi World War, naming Naruto's teacher and Minato's student Kakashi as the Sixth Hokage. Known for his Sharingan eye and mastery of lightning-based jutsu, Kakashi is a powerful ninja whose ideology is centered on cooperation to build a better future for Konoha.

Kakashi's reign as Hokage occurred during the most peaceful time in Konoha's history.

Kakashi's previous service to Konoha includes his time as an Anbu agent and his close relationship as an advisor to Tsunade during her time in office. Although he is initially overwhelmed by taking on the role of Hokage, Tsunade helps ease him into it, and his reign is focused on building a better world for the future, specifically Naruto's generation. At the beginning of Boruto, Kakashi has retired as Hokage and named his former student Naruto as the Seventh Hokage.

After saving the world and making many self-proclamations, Naruto Uzumaki himself became the Seventh Hokage. As the son of Minato and a student of Kakashi, Naruto was primed to achieve his lifelong dream of becoming Hokage, as he is seen as one of the strongest ninjas in the world following his role in the Fourth Shinobi World War.

Upon Kakashi's retirement, he bequeaths the office of Hokage to Naruto, who has more than proven himself as a powerful ninja and the "Hero of the Hidden Leaf." This master of Shadow Clone Jutsu and Rasengan has had a challenging reign as Hokage, much like Tsunade's, with enemies like the Ōtsutsuki Clan and Kara creating problems. Unfortunately, his tenure as Hokage was cut short after he and Hinata were sealed away in an alternate dimension by his adopted son Kawaki.

9 Shikamaru Nara Became Hokage After Naruto's Disappearance

Has been serving as the Eighth Hokage for three years

Shikamaru acted as Hokage Naruto's chief aide until he was given the role of the eighth Hokage after Kawaki sealed Naruto away. The memories of most of the world's population, including Shikamaru's, were altered to believe that Boruto killed Naruto. Still, the head of the Nara clan's vast intelligence has served him well throughout Naruto, and it continues to play a significant role in the events of Boruto. Shikamaru has not displayed a large variety of jutsu. Still, his ability to control shadows has proven strong enough to restrain god-like enemies, which has proven deadly when combined with his ability to plan and think quickly.

Although the Village Hidden in the Leaves has produced dozens of world-renowned ninjas, only a handful have attained the highest rank of Hokage, the most respected Ninja in the land. Besides usually being the most powerful warrior, the role includes a lot of paperwork and political action to keep the village safe and thriving. Characters like Naruto's rival, Sarutobi Konohamaru, and Sasuke's daughter, Uchiha Sarada, are likely to become the village's next Hokages someday. Still, time will tell if the Naruto world will continue to need a Hokage by the time the Boruto storyline ends.

Naruto Hokages Explained: Meaning, All Hokages, & More

Naruto’s ambition to become Hokage is a central narrative thread throughout the long-running anime series. But just what exactly is a Hokage, and how is a new one chosen? Let’s take a look at the title in closer detail and explain everything you need to know about Hokages in Naruto.Recommended Videos What Is a Hokage in naruto? The Hokage (literal meaning: fire shadow) is, specifically, the Kage of Konohagakure. A Kage (literal meaning: shadow) is the leader of one of the Five Great Shinobi Countries’ hidden ninja villages, each of which corresponds to the dominant chakra nature of those areas (Earth, Lightning, Water, Wind, and Konohagakure’s Fire, hence fire shadow). The Hokage is responsible for the day-to-day affairs of the village of Konoha, assigning missions to its ninja and securing funding for its projects or personnel. They very rarely leave their village, except during times of great need.

Hokage is not a hereditary title, and each new Hokage is chosen by the previous leader of the village. When Does Naruto Become Hokage? Image source: AnimeBluRayUK

Naruto’s dream of one day becoming Hokage is a recurring subplot throughout the anime’s long run, and is finally achieved after his instrumental part in winning the Fourth Shinobi World War, after which Naruto is made the Seventh Hokage. Despite Naruto’s ambition to become Hokage throughout the original run of episodes, and throughout Shipudden, the ceremony in which he is elevated is only shown during a Boruto OVA titled “The Day Naruto Became The 7th Hokage”.

While firm dates are hard to nail down, it is estimated that Naruto was around the age of 32 when he became Hokage and remains the current Hokage during the timeline of Boruto (with Konohamaru likely to succeed him as the 8th). Let’s take a look at wise and powerful leaders who held the title previously: Hashirama Senju, the 1st Hokage Image source: Narutopedia

The First Hokage was Hashirama Senju, a famed member of the Senju ninja clan and one of the founders of Konohagakure. He was hailed as the “God of Shinobi” for his unmatched prowess, although he always strove for peace in a world in which conflict was sadly necessary. His ethos is at the core of the village’s morality to this very day. Tobirama Senju, the 2nd Hokage Image source: Narutopedia

The Second Hokage was Tobirama Senju, the younger brother of the 1st Hokage. He, too, would strive throughout his life to ensure stability for the newly founded ninja village but was stern and stoic whereas Hashirama could be more emotional. He was a firm believer in the Will of Fire, a philosophy that the villagers of Konoha were a family, and that any threat to that family was a threat that must be eliminated.

Hiruzen Sarutobi, the Third Hokage Image source: Narutopedia The Third Hokage was Hiruzen Sarutobi, and he was the Hokage when the original run of Naruto began. Wise and maternal, Sarutobi was a disciple of the previous two Hokage and was responsible for the strong sense of duty and family that was instilled in Naruto’s entire generation. He retired from his position and would later die with a smile on his lips, in combat with Orochimaru during the invasion of Konoha. Sarutobi is also Konohamaru’s grandfather (Konohamaru is likely to succeed Naruto to become the Eight Hokage).

Minato Namikaze, the Fourth Hokage Image source: Narutopedia The Fourth Hokage was Minato Namikaze, renowned the world over as Konoha’s Yellow Flash, and unlike his son, he was a humble and collected man. He was a friend to both Kakashi and Jiraiya, and would die sealing the Nine-Tails into his newborn son, an act that would set the events of the Naruto series in motion.

Tsunade, the Fifth Hokage Image source: Narutopedia The Fifth Hokage was Tsunade, the only female leader of Konoha so far depicted. Tsunade reigns for the majority of the series and is reputed to be the greatest healer in the world, although she initially has to be persuaded to take on the role of leader. She would retire but remain a voice of stability and reason throughout the series.

Kakashi Hatake, the Sixth Hokage Image source: Narutopedia The Sixth Hokage was Kakashi Hatake, one of Konoha’s most talented ninjas, Team 7’s sensei during the opening arcs of Naruto, and one of the anime’s most popular characters. In the aftermath of the Fourth Shinobi World War, Kakashi would succeed Tsunade and oversee the massive rebuilding effort. He was shocked to learn how much paperwork was involved.
